Duane Shugars, Concentia Digital
As the President, CEO and founding member of Concentia Digital, Inc., Duane Shugars is responsible for overseeing Concentia's operations and strategic direction; including pioneering partnerships, and overseeing its Product development division. With over 18 years of experience in the US Intelligence Community and ten years in the Broadcast and Entertainment Industry, Mr. Shugars has gained expertise and understanding of the various markets that struggle with implementing Enterprise Content Management (ECM). By utilizing a mix of products, services, a focused approach and the experience of his leadership team, Mr. Shugars has positioned Concentia Digital to be the solutions provider of choice when deploying ECM for organizations that have vast content repositories and a complex value chain. Concentia Digital products and services have been utilized within the Department of Defense, U.S. Intelligence, Broadcast and Entertainment, Health and Life Sciences, and E-Discovery communities.

Prior to Concentia Digital, Mr. Shugars was CEO and founder of Digital Solution and Multimedia Concepts (DSMCi). As CEO, Mr. Shugars cultivated DSMCi into one of the original solution providers within the Digital Asset Management (DAM) market-, in both the Broadcast and Entertainment Industry. DSMCi earned a reputation as being a premiere systems integrator for many of the industry leading technologies such as Cinebase, Virage, Bulldog, Artesia, Studio Central and Media 360. Under the leadership of Mr. Shugars, DSMCi developed a state-of-the-art DAM outsourcing center which won large key accounts such as National Geographic Television Library, Elektra Music, and Black Entertainment Network. DSMCi’s flagship product, Media Archive System (MASTM), has evolved into one of the leading products today that enable Digital Asset Management and Enterprise Content Management. Mr. Shugars has worked with many of the Broadcast and Cable innovators such as Discovery Communication, E- Entertainment, Turner Entertainment, and NBC Olympics.

Mr. Shugars earned a B.A. degree in Psychology from the University of Baltimore, and is a candidate for an M.S. degree in Technology Management, from the University of Maryland University College.

Why the “Top-Down Approach” to Knowledge and Content Management has failed the United Sates Intelligence Community – Implications for Healthcare Research

For the last 5 years we have witnessed hundreds of millions of dollars spent on large Enterprise Content Management (ECM) projects most of which have failed because too much time was spent on figuring out how a single piece of ECM technology was going to solve all the content management problems for the enterprise. The commercial space has long known that “Content” is king but the Government has been slow to understand this basic tenant of Content Management.

After millions of dollars and 4-5 years of effort, they look back on their ECM projects and realize that they have nothing more then a lofty architecture and an impressive search engine. What they lack, however, is the one thing that their ECM project was originally intended to help find ~Metadata and Content.

The owners of the content are now bound to using their local folders to manage their content, using tools such as MS Excel and MS Access as their primary tools to search and analyze data, and utilizing e-mail to share and collaborate. While each has a place in the organization’s value chain, all fall short of doing what they need to do to make the content manageable and thus the enterprise successful.
